    That staff report PW-25-009, McCall Drain – Report for Consideration be received as information; and

    That Council adopt a by-law for the McCall Drain report, dated May 10, 2024, prepared by Bill Dietrich, P.Eng.; and

    That staff send a copy of the provisional by-law and notice of Court of Revision to all affected owners in accordance with the Drainage Act; and

    That the Approved Capital Budget be amended to include a $5,000 allocation for the McCall Drain, with funding provided from the Drains Construction Reserve ($1,400) and external recoveries ($3,600); and

    Further that upon completion of the Drainage Act appeals the Drainage Superintendent complete the notifications and process to close the project.

  • Recommendation:

    That staff report PW-25-011, McKoy Drain - Report for Consideration be received as information; and

    That Council adopt a by-law for the McKoy Drain report dated May 10, 2024, prepared by Bill Dietrich, P.Eng.; and

    That staff be directed to send a copy of the provisional by-law and notice of Court of Revision to all affected owners in accordance with the Drainage Act; and

    That the Approved Capital Budget be amended to include a $5,000 allocation for the McKoy Drain, with funding provided from external recoveries ($5,000); and

    Further that upon completion of the Drainage Act appeals periods the Drainage Superintendent be authorized to complete the notifications and process to close the Drainage Act project.

  • Recommendation:

    That staff report EIS-25-016 be received as information; and

    That Council adopt a by-law for the Branch A of the Mills-South Norwich Municipal Drain report, dated January 26, 2025, prepared by Stephen Brickman, P.Eng.; and

    That staff send a copy of the provisional by-law and notice of Court of Revision to all affected owners in accordance with the Drainage Act; and

    That upon completion of the Drainage Act appeals, the Drainage Superintendent proceed with completion of the drainage works in accordance with report; and

    Further that the Approved Capital Budget be amended to reduce the budget of the Mills-South Norwich Drain Branch A from $160,000 to $149,000, with funding to provided in line with Table 1.

  • Recommendation:

    That staff report PW-25-008, Drainage Act Report Closures, be received as information; and

    That Council accept the Drainage Act section 40 report for the Bucholtz Municipal Drain Petition and drainage superintendent be authorized to proceed with the necessary notifications and process to close the project; and

    That Council accept the Drainage Act section 40 report for the James Berry Municipal Drain Extension and drainage superintendent be authorized to proceed with the necessary notifications and process to close the project; and

    That Council accept the Drainage Act section 40 report for the Kwasnik Petition and drainage superintendent be authorized to proceed with the necessary notifications and process to close the project; and

    That Council accept the Drainage Act section 40 report for the Norfolk-Oxford Municipal Drain and drainage superintendent be authorized to proceed with the necessary notifications and process to close the project; and

    That $4,376 of the County’s assessment be funded by the Drainage Construction Reserve;

    Further that $12,840 be applied against the Drain Allowance.

  • Recommendation:

    That application ZNPL2025149, affecting the lands described as CON 4 PT LOT 1 RP 37R6331 PART 1, Norfolk County, to add site specific special provisions to allow for the development of 78 townhouse dwellings and 78 additional residential dwelling units in the Urban Residential Type 4 (R4) zone, be approved, as provided in Attachment A to Report CD-CDS-25-036; and

    Further That all public input received for this application was considered as part of the decision, as outlined in staff report CDS-25-036.

  • Recommendation:

    That application ZNPL2025173 , affecting the lands described as PDOV PLAN 207 BLK 10 LOT 4 TO 5 REG, Norfolk County, to amend the Norfolk County Zoning By-Law 1-Z-2014 from Residential Type 1 (R1-A) Zone to Urban Residential Type 4 (R4) Zone with special provisions for the lands be approved, as shown in Attachment D to Report CDS-25-068; and

    Further that all public input received for this application was considered as part of the decision, as outlined in staff report CDS-25-068.

  • Recommendation:

    That application OPNPL2025201, affecting the lands described WDH CON 5 PT LOT 3 RP 37R199 PT PART 1, Norfolk County, to amend the Norfolk County Official Plan to allow a variety of recreational uses as permitted uses in the Protected Industrial Designation, be approved, as shown in Attachment D to Report CDS-25-073 and;

    That application ZNPL2025202, affecting the lands described as WDH CON 5 PT LOT 3 RP 37R199 PT PART 1, Norfolk County, to amend the Norfolk County Zoning By-Law 1-Z-2014 to permit a Place of Sports and Recreation as a permitted use in the General Industrial Zone, be approved, as shown in Attachment E to Report CDS – 25-073 and;

    Further That all public input received for this application was considered as part of the decision, as outlined in staff report CDS-25-073.

  • Recommendation:

    That application ZNPL2025074 affecting the lands described as MID CON 1 NTR PT LOTS 181 AND RP 37R10593 PARTS 1 2 AND 4 REG Norfolk County, to amend the Norfolk County Zoning By-Law 1-Z-2014 from Agricultural (Temporary Use For Special Needs Housing) to Agricultural (Special Provision For Emergency/Transition Shelters) with special provisions, be approved, as shown in Attachment D to Report CDS-25-069; and

    Further That all public input received for this application was considered as part of the decision, as outlined in staff report CDS-25-069.

  • Recommendation:

    That application ZNPL2025225, affecting the lands described as PORT DOVER PLAN 207 PT BLK 77 PT LOTS 10 TO 12 RP 37R11761 PART 4 Norfolk County, to amend the Norfolk County Zoning By-Law 1-Z-2014 from Urban Residential Type 1 (R1-A) Zone to Urban Residential Type 4 (R4) Zone with special provisions, be refused, as shown in Attachment D to Report CDS-25-067; and

    Further that all public input received for this application was considered as part of the decision, as outlined in staff report CDS-25-067.

  • Recommendation:

    That the Information Memo regarding the Update on Non-Eligible Recycling Collection be received as information.

  • Recommendation:

    That report PW-25-017, Update on Non-Eligible Source Recycling Collection be received as information;

    And that staff proceed with Council’s direction regarding non-eligible source recycling.

    That By-law 2025-77 being a By-Law to provide for a partial abandonment and variation in assessment of drainage works in The Corporation of Norfolk County for the McKoy Municipal Drain be read a first and second time.

Whereas Norfolk County continues to work diligently with the Ministry of Natural Resources and Forestry (MNRF), Atkins Réalis, and the multi-ministerial provincial working group to address the ongoing environmental and public safety concerns associated with the Forestry Farm Road (FFR) Gas Well;


AND WHEREAS


Montrose Environmental has recently provided a series of technical recommendations regarding potential solutions and mitigation strategies for the FFR Gas Well, as part of the latest study and most recent recommendations focusing on short-term and longer-term steps towards a permanent solution;


AND WHEREAS


Residents and stakeholders have expressed the need for regular updates, and an accessible summary of progress as Norfolk County and its partners advance toward a long-term solution;


NOW THEREFORE BE IT RESOLVED THAT:

  1. Staff BE DIRECTED to work collaboratively with the Ministry of Natural Resources & Atkins Réalis, the recently hired project manager, and the multi-ministerial provincial working group to produce a comprehensive working chart/document outlining the updated status and progress of all revisions from Atkins Realis.

  2. This chart/document shall include, for each recommendation:
    • Priority Ranking
    • Current Progress
    • Actions Required Prior to the Next Meeting
    • Current Lead or Responsible Agency/Department
    • Target Completion Date

  3. The finalized chart/document shall be uploaded to Norfolk County’s website, and when applicable, to the Grand Erie Public Health website, ensuring that the public has access to ongoing progress, updates and eliminated recommendations.

  4. The chart/document shall be maintained and updated as significant milestones are reached, to ensure continuous progress tracking and public accountability.
  • Recommendation:
