    That Report CS 25-076, Proposed Closure and Conveyance of Part King Street South, Plan 139, Norfolk County, be received as information;

    And Further That any comments received as part of the Public Hearings Committee meeting, in addition to those already received, be considered in a future recommendation staff report.

  • Recommendation:

    That application ZNPL2025329, affecting the lands described as PORT DOVER PLAN 207 RWY PT LOT 19 IRREG PLAN 37R 213, Port Dover Norfolk County, to amend the Norfolk County Zoning By-Law 1-Z-2014 from Urban Residential Type 1 (R1-A) Zone to Urban Residential 4 (R4(H)) Zone with a Holding (H) provision and special provision, be approved, as shown in Attachment D to Report CDS-26-054 and

    Further that all public input received for this application was considered as part of the decision, as outlined in staff report CDS-26-054.

  • Recommendation:

    That By-Laws 2026-33 to 2026-39 consecutively be read a first, second and third time and finally passed in Open Council.

Item 14.1 requires a 2/3 majority vote to be considered. 

Whereas Council previously passed a resolution to remove the heritage designation from the property municipally known as 45 Peel Street, Simcoe, being a property designated under Part IV of the Ontario Heritage Act, R.S.O. 1990, c. O.18; and


Whereas the heritage designation was originally enacted by municipal by-law pursuant to section 29 of the Ontario Heritage Act; and


Whereas Council is empowered under the Ontario Heritage Act to repeal a designating by-law, either on its own initiative or upon application by the owner, subject to the statutory requirements set out in the Act; and


Whereas Council has authority under its Procedural By-law to reconsider a decision of Council, provided the procedural requirements for reconsideration are met;


Now therefore be it resolved that the decision of Council respecting the removal of the heritage designation for 45 Peel Street, Simcoe, adopted on March 26, 2026, be reconsidered; and


Be it further resolved that, upon reconsideration, Council re‑examine the decision having regard to the cultural heritage value or interest of the property, the intent of the Ontario Heritage Act, and any additional information or considerations deemed relevant by Council; and


Be it further resolved that staff be directed to take any necessary steps arising from Council’s reconsidered decision, in accordance with the Ontario Heritage Act.
