    That the following minutes be approved as presented:

  • Recommendation:

    That Staff Report CS-25-180 be received as information;

    And that Council direct staff to continue phase 1 of the County Land Review project within the existing Realty Services team resources, with the work being given the appropriate priority;

    And that Council direct staff to bring back a report by the end of Q2 2026 with options for an affordable housing incentive program that may include municipal land;

    And further that Council direct staff to identify parcels of land that could be considered for a second phase of the County Land Review project, including the resources required to bring the parcels to the stage of surplus declaration and disposition.

  • Recommendation:

    That Staff Report CS-25-177 be received as information;

    And that Norfolk County Council, as Shareholder of the Haldimand Norfolk Housing Corporation (HNHC), give consent for the HNHC Board of Directors to enter into a financing agreement with the Canada Mortgage and Housing Corporation (CMHC) for the affordable housing development located at 311 Ramsey Drive in Dunnville, Ontario in accordance with the terms and conditions provided in the companion closed session memo, CS-25-014;

    And that, in accordance with Section 2.12 (p) (v) of the HNHC Unanimous Shareholders Agreement, Norfolk County Council approve the registration of any provincial or federal funding agreement documents as liens on the title of the property at 311 Ramsey Drive in Dunnville, as required by the applicable provincial or federal funding programs;

    And further that a copy of this resolution be provided to Haldimand County and the HNHC.

  • Recommendation:

    That application ZNPL2025199, affecting part of the lands described as MID CON 1 NTR PT LOT 161, Norfolk County, to amend the Norfolk County Zoning By-Law 1-Z-2014 from Agricultural to Development and Hamlet Residential with a Holding Provision and a site specific Special Provision, be approved, as shown in Attachment D to Report CD-25-103; and

    Further that no public input was received for this application and was therefore not considered as part of the decision, as outlined in staff report CD-25-103.

  • Recommendation:

    That application ZNPL2025308, affecting the lands described as Townsend Concession 11, Part Lot 6, Norfolk County, known as 657 Culver Road, to amend the Norfolk County Zoning By-law 1-Z-2014 from Agricultural to Agricultural with special provisions, be approved, as shown in Attachment D to Report CDS-25-106; and

    That application ZNPL2025309, affecting the lands described as Townsend Concession 11, Part Lot 5, Norfolk County, known as 657 Culver Road, to amend the Norfolk County Zoning By-Law 1-Z-2014 from Agricultural to Agricultural with a special provision, be approved, as shown in Attachment E to Report CDS-25-106; and

    Further that all public input received for this application was considered as part of the decision, as outlined in staff report CDS-25-106.

  • Recommendation:

    That application ZNPL2025225, affecting the lands described as PORT DOVER PLAN 207 PT BLK 77 PT LOTS 10 TO 12 RP 37R11761 PART 4, Norfolk County, known as 9 Scott Drive, to amend the Norfolk County Zoning By-Law 1-Z-2014 from Urban Residential Type 1 (R1-A) Zone to Urban Residential Type 4 (R4) Zone with a special provision, be approved, as shown in Attachment C to this memo; and

    Further that all public input received for this application was considered as part of the decision, as outlined in related staff report CDS-25-067.

  • Recommendation:

    That application ZNPL2025225, affecting the lands described as PORT DOVER PLAN 207 PT BLK 77 PT LOTS 10 TO 12 RP 37R11761 PART 4 Norfolk County, to amend the Norfolk County Zoning By-Law 1-Z-2014 from Urban Residential Type 1 (R1-A) Zone to Urban Residential Type 4 (R4) Zone with special provisions, be refused, as shown in Attachment D to Report CDS-25-067; and

    Further that all public input received for this application was considered as part of the decision, as outlined in staff report CDS-25-067.

  • Recommendation:

    That staff report CDS-25-113 Revised Update to Valuations of Rural Unopened Road Allowances, Lanes, Streets and Alleys be received as information; and,

    That Council approve Option ____ to update the rural valuations for road allowances, streets, lanes and alleys as a more current reflection of fair market value; and,

    Further that all road closure applications received prior to January 1, 2026, be processed at the current rural valuation and all road closure applications received after January 1, 2026, be processed at the approved valuation as set out in this report.

  • Recommendation:

    That staff report CDS-25-108 Update to Valuations of Road Allowances, Streets, Lanes and Alleys be received as information; and

    That Council approve the update to rural valuations for road allowances, streets, lanes and alleys as a more current reflection of fair market value; and

    Further that all road closure applications received prior to January 1, 2026, be processed at the current rural valuation and all road closure applications received after January 1, 2026, be processed at the approved valuation as set out in this report.

    That By-laws 2025-100 to 2025-105 consecutively be read a first, second and third time and finally passed in Open Council.

    That By-Law 2025-106 being a By-law to confirm the proceedings of the Council of Norfolk County at this Regular Council Meeting held on the 16th day of December 2025, be read a first, second and third time and finally passed in Open Council.
