    That the following consent items be received as information:

  • Recommendation:

    THAT the Information Memo regarding Special Event 2510-00080401 – Annual Christmas Tree Lighting & Christmas Parade Temporary Road Closure be received as information.

  • Recommendation:

    THAT the Information Memo regarding Special Event C2509-00077143 – Port Dover ChristmasFest & Santa Clause Parade Temporary Road Closure be received as information.

  • Recommendation:

    That Staff report CS-25-116 Drain Construction Billing – November 2025 be received as information; and

    That the levying By-Law, as provided in Attachment A, be brought forward at the next Council meeting to levy and collect drainage assessments to all properties affected; and

    Further that the County’s portion of the assessment be funded by the Drainage Construction Reserve.

  • Recommendation:

    To receive the following communication item as information:

Re: Servicing Allocation Policy

  • Recommendation:

    That report ESS-25-010, Sole Source of Remote Access Vehicle (RAV), be received as information; and

    That Council permit a sole source supply as outlined in Norfolk County Purchasing Policy GP-028, section 5.9.5 with ASAP 911 Inc. for the acquisition of a Remote Access Vehicle (RAV); and

    That the Chief, Paramedic Services, be authorized to negotiate and execute an agreement with ASAP 911 Inc. for the purchase of a new Remote Access Vehicle.

  • Recommendation:

    That staff report CDS-25-088, Talbot Gardens Security Update be received as information; and

    That staff be authorized to continue security guard services at Talbot Gardens for up to 28 hours per week as needed during the ice seasons; and

    Further that no security guard services to be offered for summer events at Talbot Gardens; and

    And Further that Council pick option # to fund security guard services at Talbot Gardens.

  • Recommendation:

    That Report CDS-25-34 Servicing Allocation Policy be received as information; and

    That Council approve the updates to the Servicing Allocation Policy.

  • Recommendation:

    That Report CDS-25-052 Ice Allocation Policy Review be received as information; and

    That Council approves the updated Ice Allocation Policy, GP-37 attached to this report; and

    That the policy be implemented effectively for the 2025/2026 Spring Ice Season.

    And Further That staff be directed to prepare the 2026 User Fees and Service Charges By-Law to reflect any additional cancellation fees supported by Council, as presented within this report.

  • Recommendation:

    That Staff Report CS-25-117 be received for information; and

    That Council provide direction to Staff as to what changes are to be made to the Procedural By-law.

  • Recommendation:

    That report CAO-25-090 Port Dover Beach – 2025 Summer Season Recap be received for information; and

    That staff be directed to proceed with a continuation / extension of the Port Dover beach lease and prepare for the 2026 summer season. Further that staff finalize the necessary funding for the 2026 summer season and include the funding requirements in the Draft 2026 Operating Budget for Council approval; and

    That staff return in the fall of 2026 with a report to Council that summarizes the 2026 season and seek Council direction at that time.
