  • Recommendation:

    That Staff Report PW-26-018, Traffic By-Law Amendments – April 2026, be received as information; and

    That Council further amends the Rate of Speed By-Law to implement the proposed changes presented in the report; and

    Further that, staff be directed to implement the required signage modifications.

  • Recommendation:

    That Staff report CS-26-060 Drain Construction Billing – April 2026 be received as information; and

    That the levying By-Law, as provided in Attachment A, be brought forward at the next Council meeting to levy and collect drainage assessments to all properties affected; and

    Further that the County’s portion of the assessment be funded by the Drainage Construction Reserve.

  • Recommendation:

    That Staff report CS-26-059 Drain Construction Billing – Zdriluk – April 2026 be received as information; and

    That the levying By-Law, as provided in Attachment A, be brought forward at the next Council meeting to levy and collect drainage assessments to all properties affected; and

    Further that the County’s portion of the assessment be funded by the Drainage Construction Reserve.

  • Recommendation:

    That Staff Report CS-26-046 Norfolk Shredding – Single Source Procurement be received as information; and

    That Council permit a single source supply as outlined in Policy GP-028 Purchasing Policy, Section 5.9.4 with Norfolk Shredding for a two (2) year term, with three (3) one (1) year optional extensions, to continue to provide confidential shredding services

  • Recommendation:

    That the Information Memo regarding the Risk Management and Insurance Policy be received as information.

  • Recommendation:

    That report PW-26-011 be received as information; and

    That Norfolk County Council amend the Amended Consolidated Traffic Control By-law to implement an all-way stop condition on Stanley Street at Talbot Street in Simcoe.

  • Recommendation:

    That staff report CDS-26-052 Amplify Norfolk Wrap-Up Report be received as information.

  • Recommendation:

    THAT Report CS-26-068, 2026 Property Tax Policy, be received as information; and

    THAT the 2026 Tax Ratios be set at:

    THAT Norfolk County adopts both of the optional subclasses for small-scale on farm business for commercial and industrial subclasses; and

    THAT the municipal tax rate reduction be set at 75% for the prescribed tax subclasses for small-scale on-farm business in 2026; and

    THAT the 2026 and go forward commercial and industrial vacant and excess land subclass reduction be set at 0.0% as per CS-24-003; and

    THAT the 2026 Final Tax Levy be due and payable in two installments, on August 31, 2026 and October 30, 2026;

    THAT on the first day of default a penalty of 1.25% shall be added and further interest of 1.25% shall be added on the first day of each calendar month thereafter in which default continues; and

    THAT the 2026 tax rates resulting from the above tax policy decisions form a schedule to the 2026 Property Tax Policy By-Law; and

    FURTHER THAT a 2026 Tax Policy By-Law be passed to give effect to the above.

  • Recommendation:

    THAT Report CS 26-044, 2025 Development Charges Reserve Fund Annual Treasurer’s Statement be received as information;

    AND FURTHER THAT the 2025 Development Charge Annual Reserve Fund Statement be made available on Norfolk County’s website or upon request.

  • Recommendation:

    That Report PW-26-015 – Award of Contract IRFT PW-EAM-26-51 – Bloomsburg Bridge and Old Highway 24 Culvert Replacements be received as information; and

    That the Approved Capital Budget be amended (increased) for Project 5532413 Structure 842402 – Bloomsburg Bridge by $468,000 to a total allocation of $1,465,000, with funding to be provided from the OCIF Reserve Fund; and

    That Approved Capital Budget be amended (decreased) for Project 5533107 Structure 972403 – Old Highway 24 Culvert by $49,000 to a total allocation of $756,000, with funding to be provided from the CCBF Reserve Fund.

    Further that the Director of Engineering and Asset Management be authorized to execute a contract with Decew Construction Inc. for Invitational Request for Tender PW-EAM-26-51 – Bloomsburg Bridge and Old Highway 24 Culvert Replacement in the amount of $1,714,471.00 (excluding HST).

  • Recommendation:

    That staff report CDS-26-016 Port Rowan Medical Centre Disposition be received as information; and

    That Council approve the staff recommendation to proceed with Option 2, as presented in this report;

    That Council declare surplus to municipal needs the parcel outlined in Option 2 containing the Port Rowan Medical Centre and direct staff to list the parcel to the open market; and further

    That staff be directed to remove the redundant projects in Table 1 from the Draft 2027-2036 Levy Capital Plan, totaling a decrease of $361,000.

  • Recommendation:

    That report CDS-26-063 “Lynnwood Arts Centre Agreement: More Options” be received as information; and

    That Council directs staff to issue a Notice of Default to Lynnwood Arts Centre to provide the charitable board the final opportunity to review their opportunities and challenges and respond with formal solutions; and

    That, if the lease default cannot be remedied, Council supports Option 2 outlined in report CDS-25-087 regarding the move of the Lynnwood Arts Centre services to the vacant space at The Archives, and

    That, if the lease default cannot be remedied, Council declare 21 Lynnwood Avenue, Simcoe, surplus to municipal needs and proceed with surplus disposition to its highest and best use,

    That Council directs staff to complete any emergency capital repairs (only if required) to maintain 21 Lynnwood’s structural and functional integrity in the short-term, to ensure its heritage features are reasonably preserved.
