  • Recommendation:

    That Council enter closed session at X;XX a.m. pursuant to Section 239 (2)(c)  of the Municipal Act, 2001 as amended as the subject matter pertains:

    (c)  a proposed or pending acquisition or disposition of land by the municipality or local board

Pursuant to section 239 (2)(c) of the Municipal Act, 2001, as amended, as the subject matter pertains to (c) a proposed or pending acquisition or disposition of land by the municipality or local board

  • Recommendation:

    That the Information Memo regarding the Property Sale Update for Various Properties be received as information.

  • Recommendation:

    That Staff Report CD 24-132 Re: Ride Norfolk On-Demand Software Extension be received for information;  

    ​AND THAT Council approve a single source extension for the Ride Norfolk On-Demand Software with Blaise Transit.

    AND THAT Council authorizes a single source supply as outlined in Norfolk County Purchasing Policy CS-02, Section 4.8.4 with Blaise Transit for a twelve (12) month term commencing January 1, 2025 and ending December 31, 2025 to provide a Transportation on Demand (ToD) Software Platform which shall include a public user Customer-facing mobile application, an Operator-facing Application, an Administrative Dashboard, and an integrated Reporting System to optimize the County’s public transportation services;

    AND THAT Community Development in collaboration with Purchasing will develop and issue a competitive bid to market prior to the end of the single source extension to ensure the continuity of services for January 1, 2026.  

    AND FURTHER THAT Council authorizes the Director, Strategic Innovation-Economic Development and the Public Transportation and Business Development Coordinator to negotiate an agreement with Blaise Transit for the provision of an On-Demand transit software solution for the 2025 calendar year. 

  • Recommendation:

    That the Information Memo regarding the be received as information.

    That Council appoints the following individuals listed here, pursuant to the Municipal Act 2001, c 25, s. 204 (12) as Downtown Simcoe BIA Board members for the balance of the Municipal Term of Council:

    • Stephan Khalla
    • Morgan Xiola
    • Nathan Kolomaya

    And that the following existing individuals listed here are confirmed Simcoe BIA member for to the end of this Term of Council subject to regular terms and conditions of their appointment:

    • Marianne Ward

  • Recommendation:

    THAT Report CS-24-104, Request for Closure and Conveyance of Bay Street, Plan 436, now Livery Lane; Norfolk County, be received as information;

    AND THAT Bay Street, Plan 436, now Livery Lane; Norfolk County, as set out in the report, be declared surplus to municipal needs, approved for closure and conveyance to 2442922 Ontario Inc., 2610276 Ontario Inc., and/or 2610274 Ontario Inc., at a valuation of $8.03 per square foot;

    AND THAT the property owner be responsible for all costs associated with the process for closure and conveyance of Bay Street, now Livery Lane, as set out in the report, including but not limited to, all relevant surveying costs, title searching costs, appraisal costs, advertising costs and all document registration costs;

    AND FURTHER THAT the net proceeds from the sale of the subject property be recorded as revenue in the current year’s operating budget, with the net proceeds to be transferred to the Land Reserve.

  • Recommendation:

    THAT Report CS 24-076, Proposed Closure and Conveyance of Bay Street, Plan 436, Now Livery Lane; Norfolk County be received as information;

    AND FURTHER THAT any comments received as part of the Public Hearings Committee meeting, in addition to those already received, be considered in a future recommendation staff report.

  • Recommendation:

    That application 28CDPL2024062, affecting the lands described as 436 Front Road, Norfolk County, to establish a vacant land condominium comprised of 40 units of resort-oriented farm dwellings, horse ranch, provision for tourist cabins, a saloon and farm uses, be approved, as shown in Attachment A with the conditions identified in Attachment B to Report CD-24-135; and

    Further that no public input received for this application and therefore was not considered as part of the decision, as outlined in staff report CD-24-135.

  • Recommendation:

    That application ZNPL2020244 affecting the lands described as Lot 1, Block 68, Lot 1, Block 68A, Lots 1 to 11, Block 69, Part Kars Street, Part Metcalfe Street North, Plan 182, Urban Area of Simcoe, Norfolk County to amend the Norfolk County Zoning By-Law 1-Z-2014 from Urban Residential Type 6 (R6) with a Holding (H) and Special Provision 14.664 and Special Provision 14.713 to Urban Residential Type 6 (R6) with a Holding and a new Special Provision for 14.1061, be APPROVED, as presented in Report CD-24-115; and

    AND FURTHER THAT all public input received for this application was considered as part of the decision, as outlined in staff report CD-24-115.

  • Recommendation:

    That staff report EIS-24-080 be received as information; and

    That Council provide direction on Option 1, 2, or 3 to handle the Simcoe BIA public space garbage containers until the new curbside waste collection contract begins in September 2026.

  • Recommendation:

    That By-Laws 2024-96 to 2024-99,consecutively, 2024-102 to 2024-103 consecutively and 2024-106 to 2024-107 consecutively be approved and signed by the Mayor and Clerk and affixed with the Corporate seal.

WHEREAS Norfolk County is currently facing a challenging financial position and a significant infrastructure gap.


WHEREAS members of the public do not have one comprehensive documents to reference outlining the historical financial position of Norfolk County


WHEREAS to better inform both Council and the public about the factors that have contributed to this situation, it is essential to compile a comprehensive historical report on the County’s financials. This report will provide valuable context, highlight trends, and identify key policy decisions that have influenced our current financial standing.


 


THEREFOR BE IT RESOLVED THAT Norfolk County Council directs staff to prepare a report on the County’s historical financials, including a high-level summary that provides an overview of the following:

  1. The status of reserves over time, including growth, depletion, and annual balances;
  2. Annual tax increases
  3. Annual debt levels
  4. Annual operating and capital budgets
  5. Annual actual operating and capital expenditures
  6. Annual contributions to reserves
  7. The County’s investments, including how they have been allocated and any returns or losses;
  8. Investments spent within the community and their impact;
  9. Analysis of spending habits, including any notable trends or shifts;
  10. Policy improvements made in response to financial challenges;
  11. The County’s current financial position, including debt levels, revenue sources, and expenditures;

AND THAT the report include an explanation of how these factors have contributed to the current infrastructure gap and financial challenges;


AND FURTHER THAT this report be made available to the public as a resource to improve transparency and understanding of Norfolk County’s financial history and present condition.


AND FURTHER THAT Staff report back to council in Q2 of 2025, after budget deliberations, or sooner, if possible.

  • Recommendation:

    That council enter into closed session at X:XX PM to discuss the following matters:

Pursuant to section 239 (2)(b) of the Municipal Act, 2001, as amended, as the subject matter pertains to ongoing investigation respecting the municipality, a local board or a municipally-controlled corporation by the Ombudsman appointed under the Ombudsman Act, an Ombudsman referred to in subsection 223.13(1) of this Act, or the investigator referred to in subsection 239.2(1).

  • Recommendation:

    That By-Law 2024-108 being a By-law to confirm the proceedings of the Council of Norfolk County at this Regular Council Meeting held on the 16th day of October 2024 be approved

  • Recommendation:

    THAT Council be adjourned at X:XX pm.
