  • Recommendation:

    That Council enter closed session at [Time] p.m. to discuss items pursuant to Section 239 (2) (a), (e), and (k) of the Municipal Act, 2001 as amended as the subject matter pertains:

    (a)  the security of the property of the municipality or local board;

    (e)  litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;

    (k)  a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board. 2001, c. 25, s. 239 (2); 2017, c. 10, Sched. 1, s. 26.

Pursuant to section 239(a)(e) and (k) of the Municipal Act, 2001, as amended, as the subject pertains to 

(a) the security of the property of the municipality or local board;


(e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;


(k) a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board.

Pursuant to section 239(e) of the Municipal Act, 2001, as amended, as the subject pertains to:


(e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;

  • Recommendation:

    That the following Consent item be approved as presented:

    That Report HSS-25-010, be received as information; and

    That Brian Davis, Acting Director of Social Services and Housing, be designated as the Ontario Works Administrator for Haldimand Norfolk on an interim basis.

  • Recommendation:

    That the Information Memo regarding the 2025 Credit Rating Review be received as information.

  • Recommendation:

    That Report EIS-25-022, Proposed Amendments to the Blue Box Regulation and RRCEA, 2016 be received as information; and

    That Council direct staff to provide comments on the proposed amendments on behalf of Norfolk County during the 30-day comment period; and

    That staff provide a report following the finalization of amendments to the Blue Box Regulation and the Resource Recovery and Circular Economy Act, 2016 (RRCEA), outlining the implications for recycling collection services for small businesses.

  • Recommendation:

    That application 28TPL2024452, affecting the lands described as 395 Queensway West, Simcoe Ontario, Urban Area of Simcoe, Norfolk County BE APPROVED and recommended conditions as Attachment E respectively to Report CD-25-066.

    AND FURTHER THAT all public input received for this application was considered as part of this decision.

  • Recommendation:

    That application 28TPL2024415, affecting the lands described as PT LT 5 CON 4 NTR MIDDLETON AS IN NR516000; NORFOLK COUNTY, for the development of an eight residential lots draft plan of subdivision BE APPROVED, as shown in Attachment D and outlined in Attachment E to Report CD-25-055; and

    Further that all public input received for this application 28TPL2024415 and related application ZNPL2024407 were considered as part of the decision, as outlined in staff report CD-25-055.

  • Recommendation:

    That staff Report CD 25-075 for Zoning Bylaw Amendment Application ZNPL2025120 be received and recommended for approval;

    Further that the associated bylaw be read three times and adopted on June 24, 2025.

  • Recommendation:

    At the Public Hearings Committee Meeting of May 6th, 2025, Council approved the following recommendations:

    That Report CS 25-057, Proposed Closure and Conveyance of Part Road Allowance on Pine Road East, Plan 436, Long Point, be received as information;

    And Further That any comments received as part of the Public Hearings Committee meeting, in addition to those already received, be considered in a future recommendation staff report.

    The purpose of this report is to seek Council’s direction to:

    • Declare the portions of Pine Road East, Registered Plan 436, Long Point, surplus to municipal needs and to authorize the closure of same;
    • Authorize the conveyance of the portions of Pine Road East, Registered Plan 436, Long Point to the adjacent property owners; and,
    • Authorize a valuation as a selling price.

       

  • Recommendation:

    That the Information Memo regarding the adoption of both Security Policies and Procedures and Privacy Policies and Procedures be received as information.

    And that Council adopt the attached documents hereto as policies and procedures in accessing and safeguarding Provincial Health Records in the roles required both at Norview Lodge and the EMS Paramedic services under ClinicalConnect.

Verbal Update

  • Recommendation:

    That Staff Report CDS-25-016 be received for information; and

    That staff be directed to proceed with the surplus declaration and sale of the Vittoria Old Town Hall building and parkland on the open market; and

    That the Mayor and Clerk be authorized to execute the Agreement of Purchase and Sale, and any other documents necessary to complete the transactions; and

    That the Report be referred back for further information and that staff report back to Council at the next meeting.

That staff be directed to explore the options for a sidewalk connection from the Villages of Waterford to the Trail system and bring a report to Council.

Whereas the Government of Ontario has introduced Bill 5, 2025, An Act to enact the Special Economic Zones Act, 2025, to amend the Endangered Species Act, 2007 and to replace it with the Species Conservation Act, 2025, and to amend various Acts and revoke various regulations in relation to development and to procurement; and


Whereas this legislation proposes significant changes to land use planning, environmental protection, reduce environmental safeguards, and alter procurement practices and accountability; and


Whereas Norfolk County values responsible development, local autonomy, and the protection of natural heritage features including endangered species;


Now therefore be it resolved that Norfolk County Council formally advise the Premier of Ontario that it does not support the passage of Bill 5, 2025 in its current form; and


That a copy of this resolution be sent to the Premier of Ontario, the Minister of Municipal Affairs and Housing, the Minister of the Environment, Conservation and Parks, the Association of Municipalities of Ontario (AMO), and all Ontario municipalities.

  • Recommendation:

    That By-Law 2025-43 being a By-law to confirm the proceedings of the Council of Norfolk County at this Regular Council Meeting held on the 24th day of June 2025, be read a first, second and third time and finally passed in Open Council.
