  • Recommendation:

    THAT the Information Memo regarding the Special Event C2502-00058297 Port Dover Pinup Picnic Temporary Road Closure be received as information.

  • Recommendation:

    That Report CS 25-064 regarding 1235 North Road, Langton-Encroachment Application be received as information;

    And That the Corporation of Norfolk County enter into an Encroachment Agreement with Nathan Leslie James Cashman and Melanie Marie Kleebaum, being the current property owners of 1235 North Road, Langton, to recognize the encroachments onto North Road, Langton;

    And That the necessary by-law authorizing the Mayor and Clerk to execute the said Encroachment Agreement be presented to Council for adoption;

    And Further That the property owners pay all costs associated with this Encroachment Application including the registration on title of the Encroachment Agreement.

  • Recommendation:

    That the Information Memo regarding the HSS-25-008 to be received as information.

  • Recommendation:

    That the Information Memo regarding the Legacy Fund Repositioning Update be received as information.

  • Recommendation:

    That Report CS-25-061 Accounts Receivable Collection Policy Update be received as information; and

    That Policy FS-21 Delegation of Authority to Write Off Certain Accounts Receivable be repealed; and

    Further that Policy FS-30 Accounts Receivable Collection Policy be repealed and replaced with Policy GP-027 Account Receivable Collection Policy, effective immediately.

  • Recommendation:

    THAT the Information Memo regarding Special Event C2505-00067414 – Lights and Music-Appreciation and Thank you Party – Temporary Road Closure be received as information:

  • Recommendation:

    That Council receive staff report EIS-25-012 pertaining to the petition request to eliminate the sidewalk from the Phase 3 Bluegrass Estates Subdivision; and

    Further that Council direct staff to proceed with the sidewalk installation per the Subdivision Agreement and County Policy EIS-12: Sidewalk Installations.

  • Recommendation:

    That Report EIS-25-021, 2025 Asset Management Plan be received as information; and

    That the 2025 Asset Management Plan (Attachment 1) be approved; and

    That an allocation of $3,410,400 be included as a Council Approved Initiative (CAI) in the Proposed 2026 Levy Operating Budget to address the infrastructure funding shortfall; and further

    That a Financial Strategy including 2.5% annual levy increases over the next 10 years dedicated to infrastructure funding be approved in principle as outlined within the Asset Management Plan.

  • Recommendation:

    That report EIS-25-009 Simcoe Wastewater Treatment Plant – Capital Status Update be received; and

    That Council direct staff to complete the Class Environmental Assessment addendum and Public Consultation process; and

    Further that staff report back with the outcome of the Class Environmental Assessment addendum and the associated capital and procurement strategy.

  • Recommendation:

    That Staff Report CDS-25-016 be received for information; and

    That staff be directed to proceed with the surplus declaration and sale of the Vittoria Old Town Hall building and parkland on the open market; and

    That the Mayor and Clerk be authorized to execute the Agreement of Purchase and Sale, and any other documents necessary to complete the transactions.

  • Recommendation:

    That the Information Memo be received as information.

  • Recommendation:

    That the Report regarding the Simcoe Kinsmen Club Community Led Initiatives Application for splash pad rehabilitation in Simcoe Kinsmen Splash Park be received as information; and

    That Council support, in principle, the proposal for the rehabilitation of Simcoe Kinsmen Splash Pad, as summarized in this report, and

    That Council authorize the Mayor and Clerk to execute an agreement with the Simcoe Kinsmen Club for the Simcoe Kinsmen Splash Pad rehabilitation.

  • Recommendation:

    That the Report regarding the Simcoe Lions Club Community Led Initiatives Application for a gazebo in Wellington Park be received as information; and

    That Council support, in principle, the proposal for the installation of a gazebo in Wellington Park, as summarized in this report, pending approval of the following:

    • Norfolk County review and approval of all project standards and specifications;
    • Norfolk County Building Permit Approval;
    • Execution of a Municipal Involvement Agreement between the Simcoe Lions Club and Norfolk County

    That Council authorize the Mayor and Clerk to execute an agreement with the Simcoe Lions Club for the construction of a gazebo in Wellington Park.

  • Recommendation:

    That the Information Memo regarding the Medical Priority Dispatch System Implementation be received as information.

  • Recommendation:

    That the Marina Business Sustainability Plan be received as information, and

    That $10,000 be allocated to removing the remaining derelict/abandoned boats at Port Dover Harbour Marina, and

    That $2,000 be allocated to advertising seasonal and transient marina slip availability and winter storage space availability, and

    That $2,000 be allocated to initiating a security camera and ramp payment pilot program for the launch ramp at Port Rowan Harbour Marina, and

    That the unbudgeted expenditures be funded from the 2025 Operating Surplus/Deficit marina budget, and

    That the following Action Items be referred to the 2026 Budget:

    • Annual marina advertising budget
    • Annual derelict boat removal budget
    • Port Rowan Pier inspection
    • Port Rowan automated gate and digital payment technology
    • Port Dover dock gates

That staff be directed to explore the options for a sidewalk connection from the Villages of Waterford to the Trail system and bring a report to Council.

Whereas the Government of Ontario has introduced Bill 5, 2025, An Act to enact the Special Economic Zones Act, 2025, to amend the Endangered Species Act, 2007 and to replace it with the Species Conservation Act, 2025, and to amend various Acts and revoke various regulations in relation to development and to procurement; and


Whereas this legislation proposes significant changes to land use planning, environmental protection, reduce environmental safeguards, and alter procurement practices and accountability; and


Whereas Norfolk County values responsible development, local autonomy, and the protection of natural heritage features including endangered species;


Now therefore be it resolved that Norfolk County Council formally advise the Premier of Ontario that it does not support the passage of Bill 5, 2025 in its current form; and


That a copy of this resolution be sent to the Premier of Ontario, the Minister of Municipal Affairs and Housing, the Minister of the Environment, Conservation and Parks, the Association of Municipalities of Ontario (AMO), and all Ontario municipalities.

Pursuant to section 239(c) of the Municipal Act, 2001, as amended, as the subject pertains to 


(c) a proposed or pending acquisition or disposition of land by the municipality or local board;
